Even Nintendo does it. Mario Kart 8 and Super Smash Bros have Bandai Namco (I think they even completely handled Smash) and Fire Emblem has Koei Tecmo working with Intelligent Systems.

Xbox only has so many studios and they’re all busy.
We know that TC, Undead and Turn 10 regularly assist on other XGS projects, but T10 is about to put out a game so needs all hands on deck and I imagine the other two are starting to enter full production on their games. Certain Affinity, a regular support partner, is busy with Halo and Project Suerte. Splash Damage was acquired by someone else. Sony acquired Valkyrie Entertainment.
Support studios are in short supply and Xbox would have been crazy to not work with Crystal and Eidos given the chance.

Its not talked a lot about but some of these support studios are absolutely massive with thousands of designers, programmers and artists. Just look at the resume of Virtous, Keywords Studios, Room 8… If you watch the credits of a modern massive AAA game you will recognize these names.
The only difference here is that its not some studio specialized in outsourcing but a team inside a normal lead AAA studio. Which is probably more expensive for Xbox but should result in good quality.

Halo Forge should change all that. I’m not even a big Halo multiplayer guy and even I can’t wait to play some of those maps I’ve seen on YouTube.
Honestly I doubt that the Winter update is going to move the needle since the Custom Game Browser is still not ready until at least March 2023 or so.
