It was working for me, but I only played a few minutes in solo mode.

Why are some cars’ steering wheels located in the right side, can we change that in customization to left sided (like how it is in normal countries)?
Not customisable. The right side for steering wheels is the right side 
Guessing it’s based on whatever side is considered standard where the car is made or something along those lines.
