It makes me smile that they were actually Considering Sega ( and sounds like they were planning to move on it) and also looking at JP Games! Hope they still consider approaching them. Sega I believe is inevitable.

If they got Larian, it would be impossible to justify not owning an Xbox as a Western style RPG fan. It’s ALREADY pretty hard to justify it.

I know Tri-Ace is owned, but the owner doesn’t really care for it and according to rumours Tri-Ace is in financial trouble.
Looking at Level-5 instead of Falcon is interesting. Does JP Games have any games out yet ? CC2 and Grasshopper are better imo. The latter is now owned by NetEase so whatever.
Watch Apple/Google/Amazon/Tencent come in and buy all these studios
tri-Ace was hiring earlier this year and raised the starting salary for new graduate hires so their owners might be more attached to them then you’d think and maybe SO6 ended up doing alright (the report that they were struggling was pre-SO6 launch)
MS was maybe looking at Level 5 because they -used- to be big in the West (managed to contend with Pokemon for a little bit) and have decently big IP in Japan especially. Another important part is Level 5 has mobile games. And probably looked at JP Games because they are claiming to be AAA and have former Final Fantasy talent (they haven’t output or even announced anything yet though).
Falcom for example falls into a category of “A” level JP devs who make small budget games that don’t target the West (usually don’t come to the West until a year + later) and pretty much just sell enough copies to keep the company afloat. Other companies like NIS, Compile Heart/Idea Factory, Aquaplus are what I consider this, it’s probably not an area that interests MS. Though if Nick ends up being correct then at MS is at least trying to get some NIS and Falcom games onto the platform.
It could also be possible that there not being many JP studios on the list suggests MS took a much lighter “investigation” there than they did for Western regions. Again the strategy may have revolved around Sega (but as you said earlier, getting Sega wasn’t guaranteed). As MS themselves have said it’s a region they have little experience acquiring in.
I think SEGA with Rovio would be a good solution in addition to King
And I think that Warner Bros would be essential for IP and Multimedia to have its own production studios, to be able to develop its IP addresses with films, series, comics, to have a service like HBO and NetherRealm, a good fighting game studio.
I think the priority is Japan, mobile and tranmedia (TV, Movies, Series)
