The game was originally multiplatform, the assets are probably still in the game files. I do truly believe if it was coming to PlayStation, it would have been announced at State of play, like Ori was for switch.
These assets were added in the latest update. They weren’t there when the game released.

Except Pete Hines wasn’t mad about the games being exclusive, he was mad that Xbox leadership didn’t give him or Todd Howard a way to communicate to the press why Bethesda games were exclusive and Call of Duty wasn’t because he knew they were going to ask.
