My guess is that it’ll take a bit of time to resolve some contractual issues for newer games (major 2023 releases), like bonuses related to sales. However, I’d bet that MS just pays out a lot of those to get the games on Game Pass sooner. Probably in the first half of 2024.

Well I never expected the newer CoDs until the marketing stuff with Sony ends so that’s not surprising and I have only a mild interest in Diablo

But everything else I see landing in Gamepass asap to be honest. I also wouldn’t be surprised to see the Activision stuff, or at least some of it, exclusively available on Ultimate but I guess we’ll know soon enough!

My guess, they have to get versions on the windows store. They want to try and get PC and Console games on Game Pass at the same time.
