Including xCloud in all tiers clears the confusion. I expect them to get rid of gold all together at some point and I expect 3 tiers of Game Pass;
Xbox Game Pass - All games + xCloud
Xbox Game Pass Lite - 1st party games only + xCloud (Steam/Nintendo tier)
Xbox Game Pass Ultimate - all games + xCloud + monthly perks + maybe DLC for all games
