If I was to use their GDC 2020 talk has any indication, then yes, it was still in pre-production. They were still working on their engine. What you saw was likely a slapped together section of Laguna Seca giving you a vertical slice of what the game will sort of look like.

I have to imagine that the engine is going to evolve through the entire development process.

I have a hard time imagining them focusing on a vertical slice, considering the quantity of car models, tracks, sounds, etc that need to be done. I don’t know that I consider that pre production.
