• Lithuania
• Luxembourg
• Malta
• Moldova
• Montenegro
• Morocco
• Nicaragua
• North Macedonia
• Oman
• Panama
• Paraguay
• Peru
• Qatar
• Romania
• Serbia
• Slovenia
• Tunisia
• Ukraine
• Uruguay
