“Content complete” was a myth.
Whoever whispered that myth (I remember well who, but I don’t want to start witch hunts) didn’t make the game a favour honestly.
It may have been content complete, just not the same content we have today, they could have thrown out large portions of it, and deemed what we now have is better than what they had then.
Not going to worked up about it because it’s painfully obvious that season 1 is a beta for them.
I am concerned about the lack of a roadmap though, clearly shows they’re behind on schedule in terms of the timeline for season 2.

I did every Tenrai’s quest along the three weeks and I’m at level 27 but there are still three cosmetics that I didn’t unlock. Is it normal or I’m mistaken and didn’t complete every quest during two previous weeks?

You could “enjoy an entire game day 1” because they had 1/10th the content that games tend to have nowadays and were riddled with bugs that were never fixed.
