Inexile doesn’t have the highest budget, and probably isn’t in the top 10 for budget from Xbox game studios. For videos game development the number one expense is directly related to amount of staff you have. Paying them, and putting them in a building are the biggest expenses.
The bigger the studio and staff the bigger the budget. 343 has the biggest budget since they are the biggest studio.
Inexile is still small. They may grow into a 300+ people studio but as it stands now they are still pretty small.
