If you’re Sony, you have to prove your commitment to PC gaming.
Microsoft has already shown commitment to PC gaming by having all their games release on PC, including older titles like FH4. Other games launch on PC day-and-date, there are even PC exclusives like AOE I-IV, currently Flight Sim and Gear Tactics launched first on PC.
Microsoft has already “proven it’s commitment” to PC gaming, much to the effect that “I’ll just get it on PC” is being actively used against Xbox by others.
You do if you have something new to announce such as increased mod support or an agreement to bring more games to PC Game Pass just to name a few.
In business you should never stop demonstrating your commitment to your customers hence why Phil said the Bethesda purchase was a commitment for Xbox players for example.
I don’t know why Matt Booty will announce changes to the Windows Store. He might do it for the Gamepass app, though.
I think, Joe Belfiore has started looking at the overall Windows Experience, and Panos Panay is head of Product. So, we can expect Windows Store related news from one of those guys. But not Matt Booty.

If you read further down, I then realise that Matt Booty is the one writing it and I backtrack from that and say it is probably something to do with content.
Rahni Tucker, director of Bleeding Edge and combat designer on DMC is now directing Hellblade 2, likely with the director of the first Tameem Antioniades. Seems to indicate a lot more focus on combat which is awesome.
Parity with console is simply not possible. Nor is parity with PC (for the console gamers). Some games will simply not cross over. There can be an increase in content, though. I think speaking about improving content numbers, approximately, might help.
Windows Store overhaul cannot be realistically announced by Matt Booty. He is not in the Windows team. This would be ideally announced by Joe Belfiore or Panos Panay. He can announce Gamepass app upgrade though.
You, and a lot of others, are probably right. My initial reaction was this was just about the revamped storefront, but it definitely wouldn’t fall under Booty’s purview to talk about that. So yeah, could be anything.

No. I know people hated it. I mean they get rid of it and transfer purchases over to a new Xbox/Windows store that is as mod friendly as Bethesda launcher but far cleaner/more stable.
Phil is the head of all things gaming at microsoft, which would include a revamped game store. Plus Phil is easily the most public facing executive at microsoft so it would make sense for him to do it.
As for why Matt Booty is doing it? I’m not sure, but I get the feeling, imo, that xbox wants more than one ‘frontman’ I guess you could call it. That is, having Phil be the singular person people think of when they think xbox is something I would imagine they want to expand.
I could totally see xbox PR turning Matt Booty into the “Pete Hines of xgs” (because bethesda isnt part of xbox game studios, they are a part of xbox, pedantic I know)
