Basically the world is created in capitalism and failed. The games takes this setting and is constantly joking about people that worship the company’s while they starf to death.
It is funny in the beginning but it doesn’t changes and they go on and on at least to the point I played. Some motivations feel artificial to serve the setting and the joke around capitalism.
In fact they make more jokes about the maniacs than the company themselves. I’d argue the game is more focused on dumb humans that would do anything for the work and money Idk

Absolutely, I can’t properly judge until I play it myself and experience the whole story and everything. It probably will be a while because I have many big RPGs still in the backlog.
Fallout New Vegas had quality dialogue and story, so I’m kinda surprised they went this way with ToW. Or is it a different team?
From a business standpoint, putting TOW on ice for a while to have that team work on Fallout is a smart move. It will generate more excitement, sell more copies, and draw more people to Gamepass.
As a player, I am not interested in any more Fallout, but it is what it is. Fallout is a blockbuster IP and The Outer Worlds is a mid-range IP. If Boyarsky and Cain were onboard to make their own new Fallout, do not stop them. It is, after all, their baby just as much as The Outer Worlds is - it’s their original franchise that they helped bring to life in 1997. I’m confident they’ve thought about what they might like to do with it in the intervening years. They haven’t worked on it since 1998.
Obsidian doesn’t own anything. Bethesda doesn’t own anything. It’s all just owned by Microsoft.
As to why these people might like to do it - because they like the franchise. And again, in particular, Cain and Boyarsky are two of the original people who made Fallout and Fallout 2. Cain was the lead programmer, Boyarsky was the Art Director who helped create it’s iconic aesthetic. It’s highly likely they would, some day, like to work on the franchise again. Consider how closely aligned The Outer Worlds is to Fallout, in gameplay, tonally, aesthetically, they obviously like those sorts of games. Obsidian as a company previously said they’d like to work on it again, in general.
I don’t want Microsoft to force anyone to do Fallout, but there are enough connections between Fallout and Obsidian/InXile for one of them to choose to do it. It doesn’t need to be a mainline game, that could remain BGS’s baby.
In the meantime, it might make sense for BGS to staff up when they have 3 franchises to deal with instead of 2.

I’ve been catching up on the world of XGS recently. I saw that The Initiative is confirmed to be working on Perfect Dark. I gotta say I think from the start there were hints, and I kinda called it when I posted this video back in June.
Even if not for that, they are not just buying the ips but the ones that handle the franchise at the moment, why not let them decide how to expand in order to support all their ips?
Same for OW. It’s clearly not as big as Fallout, but it did sold 2+ million, plus whatever the number of gamepass players were. There’s potential to keep investing and make it a big franchise too.
And I’d argue, having the teams taking turns with their IPs is precisely what some of their franchises need. Look how much hype there is for Infinite because it’s taking a bit longer than usual, or how the notion even around here is that gears needs a rest despite the latest entry being among the most successful of the series.
