It sounds like that image is from a guy’s class.
I think in general you’re not going to get useful information on a particular game by looking at a developers publicly available concept art. None of them would purposefully publish something like that.

I’m not sure about making Gears 6 that but I’ve always wanted at least a Miles Morales/Lost Legacy sized stand alone (or not) expansion that tells the story of OG Delta during the events of the new trilogy.
