The thing with Xbox is they’ve set the market on how much they’re willing to spend, I don’t see them getting any “deals” unless the studio is in a rough state.

Same but to what Jez said he understands that neither them or Avalanche are kinda interested in being bought right now along with Moon (Hope Im wrong on at least 2 of these).
No I want these studios to get their money, Xbox can overspend for all I care. They have money to blow.

I’d rather have Microsoft OVERPAY for studios to ensure they get them, then lowball and have the studio walk away.

Sure. I’m not saying that IOI should or has to sell, nor that their next games won’t be huge hits. But nothing is a garuntee. What Microsoft hypothetically offers you now won’t be the same if James Bond lands and is just alright. Similarly, if James Bond is a success, Microsoft will have to cut a bigger check.
I’m just pointing out the obvious. How confident is IOI, do they want to cash out on the huge high they’re on now or risk it for the biscuit? It’s not like they produced one successful game and will get a decent payout. They’ll be filthy rich after the reception to Hitman 3. All things to consider.
