Sounds like speculation to me. All the remaining multi-billion publishers are publicly traded. If M&A talks were far enough along that actual figures had made their way all the way down the chain to him then it would be everywhere by now.
Phil has been talking about it for while, so it will only be a matter of time before Xbox rectifies it.

The key word, and I don’t know if it came from Satya or Booty, was “strategic” in reference to the nature of future acquisitions. That signals to me a prefacing of significant money being spent and attempting not to alarm investors.
