The way I see it is if they had a team on another game, it’s because there wasn’t a need for that many people to be working on ESO. Now that there all back on 1 game, are they planning to ramp up? Or else what do you do with all that man power?

I don’t think they got everyone back, ESO also had been getting lobbied with accusations of the game being in maintence mode. Ever since it was discovered that they were working on Blackbird, it was a constant talking point, with weirdos who stopped playing™ coming into the subreddit to make post about how ESO is dying every update.
